New Zealand (NZ) was the first country in the world to introduce a restorative justice approach to offenders. The changes reflected Maori concerns about the numbers of their children who were placed in residences away from their families and communities. It also was a response to the research that showed that children in state care often went on to be offenders as young adults.(Excerpt)
