While Maine’s crime rates in the 1990s were comparatively low, McEwen and Hanneman believe it is desirable to rethink and reform criminal justice policy in Maine in a restorative justice paradigm. This begins with a reconsideration of the purpose and limits of criminal justice – particularly in terms of deterrence and incapacitation – and a comparison of retributive and restorative justice approaches to criminal justice. Then, to identify criminal justice strategies for Maine, they look at causes of crime and policy initiatives connecting restorative justice to communities. They conclude with proposals to make resources available to initiate policy changes in Maine.
