In this essay or preface introducing a set of papers from an international conference, Walgrave examines key issues regarding restorative justice with respect to juvenile criminal justice. He argues why, given the failures of current juvenile justice, this is the right time for restorative justice. He further argues for a “maximalistâ€? restorative justice approach. In this view, restorative justice should be a fully fledged alternative, not merely a set of different techniques incorporated into penal or re-educative juvenile justice systems. Toward this goal, Walgrave urges further experimentation, reflection, and empirical research to develop and apply the restorative justice paradigm.
