From the beginnings of post-apartheid South Africa in 1994, the African National Congress-led government has committed to reform the justice system for children and youth, especially in view of the harsh treatment of children and youth under apartheid in the 1970s and 1980s. Anne Skelton in this essay surveys the status of the youth justice system in South Africa a number of years into the new government. Asking what has happened since 1994, she discusses law reform in South Africa, children in prison awaiting trial, programs to support the child justice system, and plans to implement the child justice system.
