In this article, Mikhail Fliamer and Rustem Maksudov report on the work of the Centre for Legal and Judicial Reform, an organization oriented toward reform of the judicial system of the Russian federation. According to the authors, they and others affiliated with the Centre began to explore restorative justice and implement it in Russia in 1997, with particular efforts in victim-offender reconcilation. Fliamer and Maksudov recount the beginnings of those efforts, the training they received, the activities of the Centre in both adult criminal justice and juvenile justice (though there is no special juvenile justice in Russia at the time of their writing this article), and the Centre’s work in school settings.
