Gerard looks at efforts by a partnership of community associations – the Central City Neighborhoods Partnership (CCNP) in Minneapolis, Minnesota – to respond to crime through neighborhood institutions. These efforts are grounded in restorative principles and practices. To describe this community-based restorative justice initiative, Gerard surveys restorative justice: definition; the roles of affected parties; various programs; measures of success; the need for it in Minneapolis; and a program design for the CCNP work. In succeeding sections of the report, Gerard covers the role of community service in redressing a wrong, and she presents an action plan to initiate a community-based restorative justice program through CCNP.
