An extensive survey was initiated in 1996. Far more programs were found, at various stages of development, than had been estimated by organizations, including the international Victim Offender Mediation Association. This monograph briefly reviews the international growth of the victim offender mediation field. It reports on quantitative findings that emerged from the national survey in the United States. It also reports on a number of themes that emerged from conversations with staff from the many programs.
