As Christa Pelikan reports, an expert meeting was held in Ottawa, Canada, in October 2001 to review the draft United Nations resolution on basic principles on the use of restorative justice programs in criminal matters. The first draft of the resolution had drawn to a large degree on the Council of Europe’s Recommendation No. R(99)19 on Mediation in Penal Matters. This first draft had then been presented at the United Nations crime conference in Vienna in April 2000. The work of this 2001 expert meeting in Canada resulted in a revised draft of the basic principles, and the revised draft will be presented to the General Assembly of the United Nations in April 2002 in Vienna. Pelikan describes the process of the expert meeting, as well as key issues about restorative justice discussed in the meeting, especially as they came to the fore based on the variety of perspectives in different countries and cultural contexts around the world.
