In this conference address, Freiberg begins by reviewing two developments: the rise of victimology as a distinct field of study; and the emergence of victim services as a form of social assistance by governments and non-governmental organizations. In the context of these developments, Freiberg contends that universities can contribute to victims services in four ways: (1) delineating the field of victim services as an area of study; (2) building an information base for the field; (3) providing education and training for those working in victims services; and (4) monitoring and evaluating victim support services.
