1. Urges Member States to monitor training and development of law enforcement and criminal justice personnel and to promote operational research aimed at designing, on a more scientific basis, plans to curb crime and upgrade the skills of law enforcement and criminal justice personnel; 2. Calls upon Member States to ensure the independence and impartiality of the judiciary and the proper functioning of prosecutorial and legal services, taking into account the Basic Principles on the Independence of the Judiciary, adopted by the Seventh United Nations Congress on the Prevention of Crime and the Treatment of Offenders, and the Guidelines on the Role of Prosecutors' and the Basic Principles on the Role of Lawyers, adopted by the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders; 3. Urges Member States where appropriate to increase the use of non-custodial measures, to reduce both the use of detention and the prison population, taking into account the United Nations Standard Minimum Rules for Non-custodial Measures (Tokyo Rules), in order to improve the administration of justice (excerpt)
