This chapter discusses the implementation of the YOA using documentary, interview and focus group data presented in Chan et. al. (2004). It argues that implementation has to be examined along both a vertical and a horizontal dimension. To this end the chapter describes the basic administrative structures and processes that were set up during the initial phase of the implementation of the YOA. It also outlines administrative changes following the review of the Act’s first 12 months of operations and canvasses the views of practitioners who took part in the Act’s implementation process and potential barriers to successful implementation.
