"After the reunification of Germany in 1990, West German law in its entirety was implemented in the former German Democratic Republic. Thus the same laws apply to offenders and prisoners in all of the...(federal states) of the Federal Republic of Germany. Another important detail in this context is the "institutional division of labour" between the federal and state levels. Legislation in the field of prison law is a matter of federal competence, whereas the prison administration and day-to-day running of prisons is the responsibility of the federal states. The result is a great variation of prison conditions and regional traditions and cultures, which demonstrate different interpretations of the Federal Prison Act." (excerpt)
