The author then suggests that the role of the community in the victim-offender-community relationship needs to be more fully developed to complete the paradigm. After discussing the various levels of "community," the needs and responsibilities of communities are discussed. The author then considers the paradigmatic implications, and suggest how these principles might be applied in a holistic restorative justice approach.
