The rules governing cautions have primarily been guided by Home Office Circular 18/1994, which sets out the purpose of cautions as: 1)Expediency – to deal quickly with less serious offenders; 2)Diversionary – to divert less serious offenders from the Courts; 3) Reductionary – to reduce the risk of further offending.
