"The principles and practice of restorative justice were given their first modern expression in New Zealand in the legislation for the new youth justice system introduced in 1989. Gabrielle Maxwell in the first chapter in this part (Chapter 3) describes the antecedents of the system, its principles and objectives, and the key processes through which these are given effect. She then reveiws the research on the system that provides information about the extent to which the system achieves its objectives and offers an analysis of best practice in relation to the key processes, particularly the family group conference."
