This report examines the Balanced and Restorative Justice Project being developed as an outgrowth of the Office of Juvenile Justice and Delinquency Prevention's juvenile restitution training and technical assistance program. The broad focus of this project is on developing balanced, community-based systems designed to use restorative sanctions and processes as catalysts for change in the juvenile justice system. The three programming priorities are accountability, community protection, and competency development. Activities underway to further the project are described.
