This report describes the history of victim-offender reconciliation programs in Canada (Kitchener, Ontario) and the U.S. (Elkhart, Indiana). Key elements in program development are presented. Research on programs in Valparaiso (IN), Minneapolis (MN), Quincy (MA), and Batavia (NY) is described. Key issues in replicating victim-offender mediation programs suggested. Emerging issues are discussed, including the use of co-mediators, follow-up victim-offender meetings, the use of victim-offender mediation for violent offenses, and the use of victim-offender mediation in urban or multi-cultural and correctional settings.
