Victim Offender Reconciliation Programs (VORP) offer an alternative to incarceration for appropriate offenders who have committed property-related offenses. VORP programs are operated by private sector organizations, often a church. Trained mediators supervise a meeting between property offenders and their victims to discuss their feelings about the offense and to draw up a restitution contract. For misdemeanants and for individuals convicted of their first or second nonviolent felony offense who openly admit their guilt and are willing to seek reconciliation with their victim, the VORP process has proved to be a cost effective alternative sentence.
