In April 2003 a delegation of Russians visited Belgium to learn about how restorative justice programs are organized in Belgian prisons. The visit was made possible with the support of Penal Reform International, The Catholic University of Leuven, and the European Forum. Rustem Maksudov, director of restorative justice programs with the Judicial and Legal Reform Center in Moscow, describes the trip in this article. The trip included meetings with coordinators of the restorative justice programs in Belgian prisons, mediators who work with victims and prisoners, and prison staff.
