New Zealand’s Department of Child, Youth and Family Services is responsible for delivering youth justice services within the framework of the Children, Young Persons, and Their Families Act 1989. The role of the department is to manage the youth justice process once young people have been referred to a youth justice family group conference. In 2001 reviews were conducted broadly of the effectiveness of current youth justice services across the whole youth justice and welfare sectors, and specifically of the department’s practice and performance in youth justice. This document, then, represents the department’s plan to improve its services as an outcome-focused and strengths-based organization rooted in and pursuing restorative justice for young offenders, victims, and their families. The document covers the principles of the plan, improvements for key stakeholders, priority areas, timing, and strategic initiatives.
