As noted earlier, programmes labelled "restorative" do not necessarily achieve restorative outcomes. Furthermore, even programmes and institutions not usually associated with restorative justice can be operated in ways that increase the possibility that restoration will occur. Therefore, programme evaluation is useful as a means of maintaining a restorative vision and achieving restorative results.
