Jaime Martín coordinates international relationships for the Secretary of Penitentiary Services, Rehabilitation and Juvenile Justice in Catalonia, Spain.
Jaime Martín Barberan coordinates participation of the Catalonia Department of Justice agency in diverse international projects sponsored by the European Commission.  He participates in organizing congresses and conferences, and has also coordinated Catalonian reports responding to inquiries from the Council of Europe and United Nations.

Jaime has participated as a coordinator or member of working groups for several research studies and inquiries, including on:
  • psychosocial advisement for the judiciary
  • victim-offender mediation
  • execution of measures and sanctions in the community
  • youth and citizen security, and
  • juvenile culture and violence.

Jaime studied social science at the Institut Catòlic d’Estudis Socials de Barcelona (ICESB).  He started working with the Department of Justice in the General Directorate of Protection and Ward of Minors, first as an educator on community sanctions, and later as resource coordinator for juvenile justice programmes.  Jaime then became an adviser for the General Directorates of Juvenile Justice (1990-1995) and of Alternatives Penal Measures and Juvenile Justice (1995-2002).

Jaime has also worked as a screenwriter in diverse areas, including audio-visual coverage on:
  • drugs and culture
  • history of juvenile justice in Catalonia
  • social reactions to the culture of graffiti, and
  • intergenerational relationships.


Important Idea:


Having contributed to the first restorative justice practices in Catalonia in the late 1980s, I promote the exchange of experiences between practitioners and theoreticians across Europe. In fighting to transform the criminal justice system, we must do away with the paradigm of prison sentences as the main basis of the sentencing system.

 Since April 2001, Jaime has served as a member of the board of the European Conference on Probation (CEP).  He also sits on the board of the European Forum for Victim-Offender Mediation and Restorative Justice.
