- In this article, Paul Schroeder sketches the situation with respect to restorative justice practices in Luxembourg. Victim-offender mediation (VOM) has been developing consistently over the last years. Schroeder demonstrates this by tracing the history of VOM in Luxembourg, and he specifically discusses VOM with juveniles in Luxembourg. Other restorative justice practices are taking more time to emerge. For example, there are no programs offering conferencing; penal mediation is restricted to the prejudicial stage of the procedure; and there are no restorative justice practices in prisons. A notable exception is peer mediation in secondary schools, where programs exist in about a dozen schools.
