Lesson 9: Systemic Issues
Among others, systemic issues related to designing and maintaining a restorative system of justice include the following:
- implementation describes the vision for maintaining and implementing a restorative system of justice while adapting it to meet systemic demands;
- modelling describes four basic models of an implemented restorative justice system:

- replacement
- incorporation
- dual-track modelling
- diversion
- co-option describes the susceptibility of restorative justice programs to the distorting influences of the traditional system;
- net-widening explores the extent to which restorative justice could widen the net of social control by accepting cases that would have otherwise not been pursued through formal processes.
